black/white GSD with puppies roaming the street and are aggresive with pets/ multiple calls

10/30/25:
taking him out he will try to bolt, i leashed him successfully and when walking he is pulling forward once he was place in the side run anothr act noticed that he was barking and running back and forth and told me his behavior, when leashing him he began pulling forward again towards the door.
10/29/25:
when opening his kennel door he bolted out towards the door ignoring baby talk and treats once leashing him he began pulling forward and wanting to go outside once outside he began to walk zigzag and pulling the leash forward, once going to the kennel run he was not letting me take his leash off was not paying attention to treats being tossed. once retrieving him he was calmer but still pulling he listened to treats that time .
